Embedded server does not contain services API implementation?

When I try to use services API for any task (bacup, restore, setting async mode and also) I recieved an error "cannot attach to services manager". It happens when I use pure embedded server with local db. If at this monent separate FB server is started, embedded library successfully redirects these tasks to the server and works correctly. I don't understand can or cannot embedded server maintains these tasks separately from true FB server?
