I know from personal experience that 1.2.0.70 (the last 1.2. version)
removed some problems with downward compatibility of ODBC 3.x to ODBC
2.x.
You should replace 1.2.0.69 by 1.2.0.70.

But that is just a shot into the dark, because it would explain your
problems with CR 9, but not those with CR 11.... I think...
