[Firebird-website] Failed to establist a connection. unknown Win32 error 10060

I am receiving the following error message on a client machine running
Firebird 1.5 when I try to connect back to the server.

Failed to establish a connection. unknown Win32 error 10060.

In the past I have been able to solve this by either turning off the windows
firewall or by activating port 3050 or 3051.  I have tried multiple things
like sharing registry keys, folders, etc and still no solution.  Any help in
solving this would be greatly appreciated.
