If it went into 2.5 I would expect it to be turned off by default, but
the timeframe you have for the fb3 tree becoming available sounds fine
for this to be included into fb3 to me.

btw: just to clarify something from earlier, without the
--with-openssl specified on the  ./configure line, there is no
dependency created and Firebird compiles fine without openssl
installed.
