I cannot find any documentation of how to use the -ch parameter in a
CONNECT statement.  I have found where you use a SET statement before
the CONNECT statement to set the character set, and that seems to work
fine.  I have been unable to see how fbqa.py handles the connection.

Interesting. There is no reason why -ch option (which is character set
specification to be used for connection) should make any trouble. Could
you try to run isql from system shell with the same parameters that
qmtest passes to it when it's run from it?
