Based on your feedback, I change my proposal of:

Provide a option to restore all non-system strings columns with NONE 
charset.

To:

Provide a option to treat the backup-ed data as it may be in an user 
informed (via the option argument) charset.

All columns will be restored using the original charset, but the data 
will be transliterated from the informed charset to the column charset.

Such as more than one encoding stored at one charset may still be a 
problem, and it will anyway not make sense to the user inform NONE in 
the option, if NONE is informed all non-system columns is restored using 
NONE charset.
