I'm just installing as a regular admin user. On the other hand, if I open a command prompt and try this: instsvc stop I get the same error as you. So I suspect that you don't have the full admin rights that you thought you had. I'm not sure if that should prompt a :-) or a :-( The new faux security in Vista is infuriating. There is probably a setting somewhere to turn it off, but luckily I only have to use it in a VMWare session, so I can live with it for now.
