Would it be possible to maintain users in a security file, like it is
now, but create the ability to bind a database to a specific one?

Something like what MS Access does, actually. They are called
workgroup files, which define roles and users. A database can be
linked to any workgoup file and cannot be opened with any workgoup
file other than the one defined by the database owner.
