[Firebird-test] TCS

Hi all,

it seems that I have finally got a usable TCS.
The Firebird build from today finished the VECTOR_12HOUR test
without failures.
I would like to upload the updated gtcs.gdb and some comments
on how to use the TCS on the firebird ftp-space.
I would appreciate it if someone would want to try it
before it goes public.
Any volunteers, comments?
