Hold the horses ! I don't know what instructions you've read, but I've
just downloaded and the installed Win32 version of doxygen (It's a
selfcontaining executable with size around 4MB). It doesn't need any
compiler or cygwin to run on Windows, and from a brief look it seems to
be a quite capable tool. So don't worry and go for it!
