[Firebird-docs] Adding new doc "Firebird UDRs in Pascal"

Hello all,

I have recently translated the document "Writing Firebird UDRs in Pascal" by Denis Simenov into English. If you and Denis agree, I would include both the Russian and English versions in the general documentation.

What is your opinion about this?

I don't see a problem with it *if* Denis agrees, and if there is a clear 
license for the documentation.

Apart from that, in the future please use firebird-devel 
(https://groups.google.com/g/firebird-devel) also for documentation 
related discussions.

I don't mind. This article was originally created for general access, although I did not think about the license, but if necessary, I can add so that there is no contradiction

IIRC, the project's docs is mostly licensed under Public Documentation 
License Version 1.0, so perhaps it would be a better choice (finally 
it's up to Denis, of course).

The project documentation is generally under the Public Documentation 
License (https://firebirdsql.org/en/public-documentation-license/), not 
the IDPL.

However, the decision for the license is up to Denis as the author and 
copyright holder.
