Same error:
C:\Program Files\Firebird\Firebird_3_0>gsec -add SYSDBA -pw masterkey -user 
SYSDBA
An error occurred while attempting to add the user.
unsuccessful metadata update
CREATE TABLE PLG$SRP failed
There is no privilege for this operation

   Also, you need to provide -pass[word] (any) for -user SYSDBA
