The optimizer always (if possible) tries to start a join order with a procedure. If SP depends on some other streams via input parameters, this error happens.
The workaround is trivial, force the join order via a left join. For example:
select * from A_VIEW A left join A_SP(A.VAL1, A.VAL2) on 1=1
