[fink-core] merging dpkg1.16

Are there any objections *against* merging the dpkg1.16 (now with 
dpkg-1.19) into fink-master?

Any outstanding bugs with it might be better dealt with in the main tree 
rather than in a forked branch.

Please reply with no-merge or merge.
