Do you have the http_proxy environment variable set in the shell from which you (re)start FilterProxy? FilterProxy obeys this variable, and would use itself as the upstream proxy! This can (and should!) cause a fork-bomb. Perhaps this would be a case worth detecting...and refusing to use itself as the upstream proxy. Thanks for the digging on LWP too.
