#65 Not enough permissions to create directory

I have a web hosting, and the web root folder is
/home/ashutosh/public_html

I placed the whole file manager files in
/home/ashutosh/public_html/a/fm/

but when I try to open

/home/ashutosh/public_html/a/fm/filemanage.php

I get error "Not enough permissions to create directory".

Please check whats the problem

    On Linux/Unix OSs, PHP/Apache must be owner with read, write
    and execute permissions, or the directory which contains the
    File Manage file must have 777 permissions (which does the
    same thing without changing owner).

    Let me know if that does not fix it.
