#34 ability to deal with internal users based on email @ ldap

There are some 'departmental' or 'non-person' identities which arent matchable by name or netid in ldap. They are findable via using email however. The ability for users to use this email key to match would be useful for sharing to some of these units. Potentially problematic as some email addresses are org@example.com which might not have a NetID for CAS use.
