#29 ability to one-click amend quota for users (existing or not)

Currently as people move into filelocker, their accounts inherit the default_quota value. As this value may change after the server has been up for some time (disk is cheap, mgmt demands it, etc), amending default_quota only makes the bumped quota available to new-to-filelocker users. Existing users still keep the old default_quota value. One could write some sql to amend these existing accounts to accommodate the new default_quota value. However it would be nice if filelocker allowed you to set a new default_quota with the option to amend all existing user objects to also have the updated default_quota.
