#1 Add cross-instance integration

We would like to implement a feature to allow instances of Filelocker to talk to each other across institutions so that a user at organization x could share with a user at organization y. This will require determining the best way to allow Filelocker instances to trust each other (pre-shared key along with IP restrictions), handle cross instance user searching, cross instance sharing, and cross instance downloading.
