#21 central config file

All of the chrome and UM localization (references to 4-HELP, hard-coded afs paths, etc) should be stripped out and placed into a central configuration file. This could also be used at build time to specify which options to turn on or off, etc.

I feel that the sooner a central config file is created, the easier it will be for other organizations to download, use, and improve filedrawers.
