#17 Inline help for Permissions Manager

When using the Permissions Manager, it would be great
if help was available to learn what each of the rights
mean. Particularly, what lock means. Perhaps a
question mark next to each right that opens a help
window when clicked.

This could be expanded to all aspects of File Drawers.
