It is still not included. UAC is disabled and the installer and program itself are being run with administrator privileges, so "not having administrator privileges" doesn't have anything to do with this.

The distribution of the required shared C runtime components (msvcp71.dll in this case) is the software developer's responsibility. That is according to Microsoft, source here: http://support.microsoft.com/kb/326922
