So far this seems to happen on any map that has hero/es with custom secondary skills. Once the pre-set custom skills are all advanced to Expert, you can't learn any more basic secondary skills from level-ups, only from Witch Huts. So basically, if you have a hero with default starting secondary skills, they can learn skills normally. But if a hero has custom starting skills, they can only level up skills that they start with and not ever be able to learn any other skills apart from at Witch Huts.
Highest priority.
Note, this also applies in the latest version (in-game it says it is version 3180).
I tried to fix this unpleasant bug - see SVN patch in the attachment.
I attached one more patch - check that one as well.
