The MPEG muxer certainly does a fine job of conforming to VCD/
SVCD standards with current CVS, thanks to Hauke Duden's patch
of 26 April.

Will you please consider adding the options of

-f xvcd

and

-f xsvcd

to allow producing (S)VCDs with video bitrates, audio bitrates,
frame sizes, and buffer sizes different from the standards. ffmpeg
0.4.8 was able to do this, because it pretty much just set
packet_size = 2324 and did its thing, and used no code to enforce
the standards.

It would help a lot to be able to choose between the "quick-and-
dirty" method of 0.4.8 for X(S)VCDs, and Duden's elegant
standards adherence code for regular (S)VCDs.
