#252 better noise

the noise filter taken from mplayer
should default to the much better
High Quality noising..

(described in mplayer's manual as
noise=h)

or a new switch for it should be added

Mplayer's users usually agree
on a BEST combination for noising like
noise=9ah:5ah (avarage, high quality
with strength of 9 in luma and 5 in chroma)

and presently this combination
cannot be selected in ffdshow
for the high quality noising
in not activable
