Abhishek, Yes. You need to run the upgrade if you're running anything other than an official Fez release off SourceForge. If you're regularly updating to the head SVN revision, keep an eye on the commit messages log - updates that require an SQL upgrade (triggered by browsing to /upgrade/) are usually clearly marked.
