We're starting to work on an embargo system for our ETDs, and the desired behavior is for users to be able to view the full record within Fez, but not download any of the attached files. I know that if we were allowing the short record but not the full record, it would be easy to set these permissions at the collection level (allow list but not view), and then once an embargo is over the record could be moved to an open-access collection. Is there any way I could do something that would work similarly for restricting access to the files in a record but not the record itself? At some point I thought I was able to edit the security permissions for a single file within a record, but I can't find that now. But even if those permissions were automatically generated, that doesn't seem like an ideal solution.
