Agreed.  RFC-5322 says,

   Though listed as optional in the table in section 3.6, every
   message SHOULD have a "Message-ID:" field.  

This recommendation is the next level down from SHALL or MUST, and
it's still pretty strong.

If it's missing, I think the right thing to log is the From: and Date:
fields, which are mandated.  Such a log should include an indication
that these fields are logged in lieu of a missing Message-Id:.
