Indeed it is. I'm not sure which autoconf versions older than 2.59 work, but since 2.59 is more than two years old, I don't care for older versions. I'm not sure about the gettext version. The current code expects 0.14.3, it may or may not work with older versions, I'm not sure either. Anyways, the new requirements (automake >= 1.8, autoconf >= 2.59) are in README.svn.
