Acutally, it now appears the reason for this is that exim was set to:
require verify = sender
which is the default.
According to exim spec:
require verify = sender
This statement requires the sender address to be verified before any subsequent
ACL statement can be
used. If verification fails, the incoming recipient address is refused.
