#54 & and ; should both be valid parameter separators

http://rss.scripting.com/ seems to have a bug: When I
call my CGI script, I can separate parameters with & or
; -- either one works. The validator only recognizes &
however.

works

http://www.communitywiki.org/en?action=aggregate;id=FrontPage
does not work

Since both URLs return the desired info in my browser,
I assume that the validator is somehow escaping the ;
when it should not.

    Both URLs seem to work in the feedvalidator.org deployment,
    and also with the rss.scripting.com version. Can you confirm
    the steps you take, the observed behaviour and what you
    would expect? URLs should be passed through to the server
    without the validator parsing or mangling the query parameters.
