check.cgi currently reports failure if there are any
warnings or informative messages; this gives users the
impression that their feeds are invalid.
It should be made clear that the feeds are valid,
although the warnings should still be reported.
This patch breaks the coupling between success/failure
and reporting diagnostics. The language isn't great,
but it takes the first step of splitting the messages
into separate cases. It's also debatable whether a
problematic feed should be given the 'Congratulations!'
message or not.
