#44 Thai encoding "TIS-620" doesn't work

The approved encoding for Thai language XML
documents is

<?xml version="1.0" encoding="TIS-620" ?>

This is an 8-bit encoding for Thai which is widely used
and supported by all modern browsers.

Feedreader reports parsing errors for such feeds.
