#142 double-click on header does not parse correctly

When double-clicking on a header so it open on an
external browser window the url is not correctly parsed if
it contains '?' (%3F), '=' (%3D) or '&' (%26).
For example: after clicking a header the following url was
sent to the
browser 'http://www.thestar.com/NASApp/cs/ContentSer
ver%3Fpagename%3Dthestar/Layout/Article_Type1%
26call_pageid%3D971358637177%26c%3DArticle%26cid%
3D1090404480452', which is not correct. What should
have been sent to the browser is
this 'http://www.thestar.com/NASApp/cs/ContentServer?
pagename=thestar/Layout/Article_Type1&call_pageid=97
1358637177&c=Article&cid=1090404480452'.
