I don't know what 'group_def_specification' is, but it sounds like this is happening during ingest at schema validation time (when Fedora makes sure the content is proper foxml), and whatever file you're sending in has a <group_def_specification> element in a place where it's not allowed (like outside the context of an inline xml datastream). If that's the case (or you're not sure if that's the case), compare the foxml you're trying to ingest with one of the demo objects (in the client distribution, these are under demo/foxml/).

Anyone care to comment on this error. It has prevented fedora from starting all day and has kept me from making progress on out AuthZ implementation.
