Yeah, I remember noticing that too.. I can imagine it probably has something to do with the PDF generation software they're using. If raw tex code is available, could that be posted alongside the PDF document? That would at least allow us to find keywords like "auction" as needed. As I try to learn how to do things with Febrl, the search problems (which are pervasive in the document) make it very hard to effectively use the program. I also note that trying to cut text from the document and paste it elsewhere (so I could search) result in garbled output too.
