[Fdpm-develop] updated proposed fdp version 0.2.0 spec

Attached is version 1.1.1 of proposed FDP v0.2.0 specification.
It contains the full FDP 0.2.0 file format that I intend to
support.  I still need to update FDPM (libraries & program) with
several of the added features, which hopefully I will get to
do this weekend.  Feel free to ask any questions, comments, or
point out items that may still need adjusting.

The main additions are the support for dependency information,
and eased the implementation of extracting random files from
the package.
