I would like to be able to have programmers "take down" and "assign" them selves their own tasks from a work package rather that be allocated by the CP. and then to be able to fill in the times/dates.
In case you are wondering; not ideally but true in this case, the PM is have to do the CP admin and this is cause a throughput bottle neck
Could you make some suggestions as to what would need to be addressed to achieve this, or at least where to look

At this time the roles and their mappings to privileges are hardcoded. If your programmers have to perform some of the CP functions, the easiest way is to grant them CP role. This can be done from Team sub-tab. Click on project member name and grant the "Chief Programmer" role by checking the appropriate checkbox.
An alternative way is to implement flexible role system. This is would require some considerable efforts.

Your probably right, the path of lease resistance would be to make them all CP's
