#277 Ordered list start attribute (included fix)

There needs to be an ability to edit the 'start'
attribute of an <ol> tag from within the numbered list
properties dialogue. I have fixed this omission in my
own files but have to update it ever time a new version
comes out.

I have included the files which I have changed in a zip
file. It would be excellent if someone could add them
or something similar to the actual editor in the next
release. There is one new text label added, which is
for the word, 'start' which I added to all the
lang/en*.js files.

    All files I changed on my local copy of the editor to achieve the desired addition of a start option in numbered lists.

    This patch, or a similar implementation, has been included in
    FCKeditor and has been committed in the SVN. It will be
    available in the next release.
