Please add support for the mapper that will be used for the Streemerz multicart.

The NESdev BBS has agreed on mapper 28 for this board.

Somehow as of 2.2.1 and r2894, #28 has regressed to "not supported at all".

Oh crap, so the mapper support was broken in 2.2.1, although it works in 2.2.0...
