I'm using fbpanel at both of office pc and private notebook pc.
Without gnome-panel, it is only lack that gnome menu not provided.
Found external file inclusion already implemented, but it seems
not to update when file modified.
icewm-menu-gnome2 script print out icewm menu config syntax from
given path. fbpanel-menu-gnome2 (if made) can do similar things.
Tried some other panel applications such as PerlPanel, foopanel,
gimmie, and etc. and found python-xdg module provide convenience.
If fbpanel reload external menu file on modification, that will
be definite solution for gnome-menus menu items.

Basically, I implemented a mechanism of this type to watch the config files
for the Debian version of fbpanel. Anatoly has some reservations about the
regular filesystem access (particularly with laptops). I haven't gotten
around to implementing Anatoly's requested improvements (I don't think it
would be hard, but my circular tuits are on perpetual back order). Maybe
you could polish up the patch and add a command-line option to
enable/disable the auto-update functionality.
