#257 {ftime} gets timezone offset backwards

The {ftime} documentation says that the second argument is a timezone offset from GMT, but {ftime:%Y-%m-%d %X,0,0} returns 1969-12-31 12:00:00, which is with the local timezone multiplied by 2. I have to use {mult:{tzoffset},2} to actually get UTC out of {ftime}.
Is this the intended behavior?
