#233 fbmuf: first-time lib-install.muf installation fails

The installation of lib-install.muf (from
fbmuf/triggur/lib-install/) fails when lib-install.muf
is not installed already, and an error like the
following is emitted when "@install lib-install.muf" is
executed:

ERROR: #0=_ver/lib-install.muf/prog points to #0, which
is not a program!

@propsetting this property to the correct dbref# number
of the program solves this issue and allows
installation of lib-install.muf. I'd fix it myself, but
I don't know a thing about MUF, so I'm filing a bug
report instead.

    lib-install.muf hasn't been completely ported over, is the
    problem. (The latest versions of Triggur's hammer tools
    require it, but he never actually completed it.)
