#4 Perform version check of FastMM_FullDebugMode.dll at startup

In order to prevent using an older (or newer) version
of FastMM_FullDebugMode.dll, a version check could be
made by FastMM at application startup.

If the version of the DLL does not match the version
FastMM expects, a message should be displayed to the user.

I just noticed I didn't update the DLL in one of my app
and I had an older version. I didn't notice any
anomalies using the older version, but I had no leaks
in the app.
