#20 Add Prereq Class/Race For Promotions

The ability for the race and combat classes to be a prereq for promotions.

I presume this refers to Race and Unit Categories as combat classes are prereqs in base Civ

The Military/DOps/Security ones.

I am confused by what we are officially classifying each one as! :D

AM I right in thinking that the prereq tags are now implemented in the promotions.xml?

Yes there are 2 new optional tags: RacePrereq & UnitCategoryPrereq

I took a unilateral decision to label the Military/DOps/Security stuff as unit categories; combat classes is already taken by base BTS
