#10 0.5.8 build system can't find dependencies in unusual places

The @!call tests in build/*.cbd that use "gcc -E"
failed to find my zlib, etc., which I had installed in
unusual places. I fixed it by adding ${CPPFLAGS} to
those commands. The actual build commands already used
CPPFLAGS, it was only the tests that had problems.
