Somehow I missed the original.  This idea has crossed my mind and could be used as a poor man's escalation tool but I'm not sure a permanent ban would be the best route.  Many attacks come from dynamic IPs and the attackers just change IPs anyway.  Maybe just have the escalation ban jail for a much longer time than the primary ban.
