#3 Firewall rules in configuration file

Put the firewall rule as a configuration file option.
Sometimes it is useful not to use a DROP rule for the
ban rule. Additionally it would be useful to be able to
specify multiple firewall rules for when an IP address
is banned/unbanned.

    Available in CVS tree. I created the new branch FAIL2BAN-0_5.

    It is possible to set ban/unban rules for each section. A
    failed attempt in one section does not count in the others.
    Seems to be more logical.

    Take care that the firewall rules are executed with Fail2Ban
    user (root) so DO NOT PUT a "rm -rf /" rule ;-)

    Yaroslav Halchenko suggested to also add a configuration
    option to be invoked on startup and also at the end of Fail2Ban.

    Seems to be a good idea :-)
