#2 No base criteria in ranking box

Base criteria do not appear in the ranking dialog box and
do not appear when the <add base criteria> or <add all
base criteria> buttons are used. However if the <set
cycle> button in the run drop down menu is pressed the
criteria become available using the <add base criteria>
or <add all base criteria> options in the ranking dialog
box
