Thanks - I had to put everything under the /var/www/cgi-bin directory and
add an alias.  So my mailinglist.conf for apache looks like this:
PerlModule ModPerl::Registry
<Location /var/www/cgi-bin/mailinglist/ezmlm-www.pl/>
  SetHandler perl-script
  PerlHandler ModPerl::Registry
  Options +ExecCGI
  PerlSendHeader On
  PerlOptions +SetupEnv
  Allow from All
</Location>
Alias /mailinglist "/var/www/cgi-bin/mailinglist"
<Directory "/var/www/mailinglist">
</Directory>

But two more problems:
 * There is nothing in the archives,
 * Get this error when trying to run ez_indexer.pl
   syntax error at ./ez_indexer.pl line 31, near "push"
Execution of ./ez_indexer.pl aborted due to compilation errors.

Using plucene since Kinosearch would not install.
